If you are using Windows 10 (and later), you can use the built-in Windows Preview app (just press Win+P).
From the app, you can save your image as a different format with the 3-dot menu, as mentioned by @mikeToups
Note that with either app, the preview (before you save) shows the original image and the new image.

The four-tiered grading system for evaluating stenoses in renal arteries is based on anatomical characteristics of the arterial wall. The inter- and intra-observer variability of this grading system has not been evaluated. To determine the inter- and intra-observer variability of the angiographic classification of stenoses in the renal arteries. Twenty-eight consecutive contrast-enhanced CT angiograms of the lower and upper abdominal aorta were evaluated. Two observers graded each CT angiogram using the four-tiered grading system. Inter-observer variability was calculated using the kappa statistic. Intra-observer variability was calculated using the agreement between the first and second assessment of a CT angiogram and was expressed in terms of the percent of the agreement. The inter- and intra-observer variability of the four-tiered grading system was calculated.
